The Worship Buildings Fund (“Fondo Edifici di Culto”, FEC) is a body with legal personality, established by Law No. 222 of May 20, 1985, legally represented by the Ministry of the Interior. The Fund’s institutional purpose is to preserve, protect and enhance the assets it owns. The management of the heritage (numerous assets of a different types subject to different legal regimes) reflects the need to balance the private and public law issues arising from the new urban configurations and the context of “secularization” in which these latter take shape contributing to a different de- and re-centering of religious buildings. The research project aims to explore outstanding issues, such as the balance between the needs for energy requalification of buildings as well as for conversion of interest-bearing real properties (e.g., into interfaith/intercultural places) and the needs of the holders of real rights of enjoyment over the Fund assets.  It is therefore envisaged the formulation of a proposal that, aimed at optimising cost and eco-sustainable heritage management in compliance with the principle of good performance of the Public Administration, could open up new perspectives for assigning a new value-based grammar to the functional context of the cultural heritage.
